Foi criado a partir da constata\u00e7\u00e3o das viola\u00e7\u00f5es continuadas aos direitos das comunidades atingidas em toda a extens\u00e3o da Bacia do Rio Doce e litoral afetado pelo desastre. Destacam-se como fatores de inseguran\u00e7a \u00e0 popula\u00e7\u00e3o atingida a aus\u00eancia de conclus\u00e3o dos prometidos reassentamentos; o vertiginoso aumento das doen\u00e7as respirat\u00f3rias, mentais e outros transtornos em decorr\u00eancia do rompimento da barragem; o quadro de inseguran\u00e7a alimentar vivenciado pelas fam\u00edlias que dependiam do pescado e da agricultura; a completa depend\u00eancia dos insuficientes e constantemente amea\u00e7ados pagamentos do aux\u00edlio financeiro emergencial, entre outras situa\u00e7\u00f5es.<\/p>\n<p><strong>Leia na espa\u00e7os de discuss\u00f5es;<\/li>\n<li>Produzir informa\u00e7\u00f5es sobre os mais diversos aspectos dos danos causados pelo rompimento da barragem de Fund\u00e3o e dar visibilidade nacional e Diversas provid\u00eancias, como a contrata\u00e7\u00e3o das assessorias t\u00e9cnicas independentes, deixaram de ser realizadas na sua integralidade por parte das empresas. Na pr\u00e1tica, as empresas n\u00e3o cumprem os acordos firmados entre elas e as institui\u00e7\u00f5es de justi\u00e7a, e estas institui\u00e7\u00f5es n\u00e3o t\u00eam conseguido impor o dever de cumprir tais acordos. Os cortes no aux\u00edlio financeiro emergencial e as baixas indeniza\u00e7\u00f5es do novo sistema simplificado de indeniza\u00e7\u00f5es propagam um cen\u00e1rio de aumento da vulnerabilidade das comunidades. Ainda, a garantia do amplo debate das comunidades, a constru\u00e7\u00e3o coletiva de um novo acordo s\u00e3o aspectos chaves para a sua efetividade.<\/p>\n<p>At\u00e9 o momento, como fruto de um esfor\u00e7o coletivo de di\u00e1logo com as comunidades, apontamos as seguintes linhas gerais para avan\u00e7armos na repara\u00e7\u00e3o:<\/p>\n<ul>\n<li><strong>Programa de transfer\u00eancia de renda<\/strong>\u00a0com recursos destinados a combater a vulnerabilidade social e garantir as condi\u00e7\u00f5es b\u00e1sicas de sobreviv\u00eancia das fam\u00edlias atingidas at\u00e9 a repara\u00e7\u00e3o integral;<\/li>\n<li><strong>Fundos para o Desenvolvimento Regional<\/strong>\u00a0com investimentos\u00a0<strong>para garantir condi\u00e7\u00f5es de trabalho na agropecu\u00e1ria, na cadeia da pesca<\/strong>\u00a0<strong>e em outras atividades<\/strong>\u00a0garantindo aten\u00e7\u00e3o especial \u00e0s mulheres e pessoas negras, ind\u00edgenas, com defici\u00eancias, crian\u00e7as, jovens e idosos por meio de um fundo para a calha do Rio Doce e o litoral capixaba;<\/li>\n<li><strong>Assessoria t\u00e9cnica independente<\/strong>\u00a0com autonomia e capacidade para direcionar demandas, al\u00e9m de contribuir na elabora\u00e7\u00e3o e acompanhamento de projetos efetivos de repara\u00e7\u00e3o em cada cidade atingida, garantindo a participa\u00e7\u00e3o informada das fam\u00edlias;<\/li>\n<li><strong>Instrumentos<\/strong>\u00a0<strong>de participa\u00e7\u00e3o popular<\/strong>\u00a0que permitam o real envolvimento dos atingidos, descentralizando os espa\u00e7os de decis\u00e3o, atualmente concentrados na Justi\u00e7a Federal e fortalecendo os atingidos organizados em iniciativas coletivas com o devido acompanhamento das assessorias t\u00e9cnicas;<\/li>\n<li><strong>Desenvolvimento, implementa\u00e7\u00e3o e execu\u00e7\u00e3o de medidas<\/strong>\u00a0que possibilitem a continuidade dos modos e projetos de vida e dos trabalhos ainda n\u00e3o considerados nas a\u00e7\u00f5es j\u00e1 criadas, implementadas e executadas.<\/li>\n<li><strong>A manuten\u00e7\u00e3o do aux\u00edlio financeiro<\/strong>\u00a0\u00e0 popula\u00e7\u00e3o atingida enquanto n\u00e3o conclu\u00eddos todos os programas de repara\u00e7\u00e3o a serem entregues pela Funda\u00e7\u00e3o
